Program Development Quickly III (PDQ III)

Provide services for the Office of Transition Initiatives (OTI) that fall under the broad categories of field and Washington logistical support and programmatic short term technical assistance. The Program Development Quickly (PDQ) vehicle provides the Office of Transition Initiatives (OTI) with the means to support U.S. foreign policy objectives via targeted, short-term technical assistance in priority countries experiencing recent transition, instability, or crisis. OTI's country program team, comprised of OTI and Contractor personnel, will work on the ground and in Washington, DC to provide fast, flexible program performance support targeted at key political transition and stabilization needs. Through specific task orders (TOs), the Contractor will establish staff, manage, operate, and support a technical assistance mechanism capable of program support and performance management in the broad strategic categories of monitoring and evaluation, professional development and training, knowledge management, and outreach.
