Description

Provide lay-berthing services for Expeditionary Fast Transport (EPF) vessels under the guidance of the Military Sealift Command (MSC). The primary objective of this contract is to maintain U.S. Government-owned EPF vessels in various states of readiness, aligning with mission assignments and supported headquarters guidance. The contract ensures that these vessels are kept in Reduced Operational Status (ROS) with reduced crews onboard, facilitating limited operations as needed.
Contractors will be responsible for providing a safe and secure berth for at least two EPF vessels at a time within the Continental United States. This includes ensuring adequate security, fendering, mooring points, and shipboard maintenance capabilities. The berthing must allow for the deployment of the vessel's stern ramp and withstand environmental conditions such as winds up to 50 knots.
Additionally, contractors will coordinate services for the safe arrival and departure of EPF vessels, including the provision of tugs, marine pilots, and line handlers. The contract also requires the provision of essential pier services, such as garbage disposal, potable water, sewage receptacle service, reliable electrical power supply, internet access, fueling operations capability, and parking facilities.
