Description

Energy savings performance contracts (ESPCs) allow federal agencies to procure energy savings and facility improvements with no up-front capital costs or special appropriations from Congress. An ESPC is a partnership between an agency and an energy service company (ESCO). Awarded ESCOs under this vehicle conduct comprehensive energy audits for the Federal facility and identify improvements to save energy and/or implement renewable energy projects. In consultation with the Federal agencies they design and construct projects that meets the agency's needs as well as arrange necessary financing.
