Background Investigation and Analytical Support (BIAS)

Provide comprehensive background investigation (BI) and analytical support services to the Federal Bureau of Investigation (FBI) and its twenty-one outside clients, including entities within the Executive and Legislative Branches. The work involves conducting thorough and timely background investigations in the National Capital Region (NCR) to ensure compliance with Executive Orders, Security Executive Agent Directives, Investigative Standards, and FBI policies.
The contractor will perform critical analysis of incoming materials, conduct record checks, and carry out personnel security interviews to identify information gaps. This includes providing BI services for Presidential appointees, nominees, and other government agency personnel, with a strong emphasis on accuracy and thoroughness. The contractor must supply 17 experienced personnel across various labor categories to meet staffing requirements, as detailed in the contract's attachments.
Deliverables include program management plans, weekly staffing reports, monthly status reports, program management reviews, transition plans, and final reports. The quality of work is paramount, with performance assessed based on timeliness and thoroughness. The primary location for performance is Washington, DC.
