3.2 (3.1.14) Subcontractor Role in Government/Subcontractor Meetings 3.2.1 (3.1.14.1) Meetings The Subcontractor shall host and/or participate in meetings, such as Integrated Product Team meetings, technical interchange meetings, working group meetings, process improvement meetings, etc., with Government and contractor organizations as directed by the Contracting Officer s Representative (COR). The Subcontractor may also be asked to attend meetings (in person) and provide support for time sensitive and/or classified actions. Repeated inability to attend will reflect negatively on the Subcontractor s performance evaluation and graded against the services summary. 3.2.1.1 (3.1.14.1.1) GPS Specific Requirements The Subcontractor shall participate in all meetings directed by the 3-Ltr Divisions the Subcontractor s personnel are assigned to support. Subcontractor personnel will be available to support meetings as early as 7:00am and as late as 4:00pm. 3.2.2 (3.1.14.2) Meeting Materials The Subcontractor shall prepare presentation materials, special technical reports, or papers as requested, and provide the Government with copies of all materials presented at the meetings. This information shall be delivered to the Government as Technical Reports, Presentation Material, or Conference Minutes, whichever is more appropriate. (CDRL A004, A005, A006) 3.2.2.1 (3.1.14.2.1) GPS Specific Requirements The Subcontractor shall present the presentation materials as necessary. 3.3 (3.9) Assist Government Planning, Programming, Budget and Execution (PPBE) The Subcontractor shall develop, train, brief, integrate, correlate and analyze various phases of PPBE within the DoD portfolio. PPBE may also apply to other U.S. Government budgets, foreign military sales funding and other foreign government funding. These shall apply to Development of the POM, Budget Exhibit Preparation, Staffer Day Briefing preparations, funds receipt, Analysis Reporting, Spring Program Review (SPR), Investment Budget Review, PMRs, Mid year Execution Reviews (MERs), Baseline Execution Reviews (BER), POM Briefings, Financial Planning Working Group (FPWG), Financial Management Review (FMR), Acquisition Mission Support (AMS), Business Management Reviews (BMR) and budget execution activities such as: ODL and Tri-Annual reviews, MIPR, MORD and AF616 Validation, SMART reporting, DTS support, suspenses, taskers, unliquidated obligation, negative unliquidated obligations, expired and cancelled funds status, CSR, and management notices. The Subcontractor shall use standardized and specialized software applications including M/S Office, BQ, MOCAS, SMART, IDECS II, CRIS, FM-Suite, and Comprehensive Cost and Requirement System (CCaR).
