WyVisNet Off the Shelf Software and Website Solution

Work Requested:
The State of Wyoming is seeking proposals for the provision of a customizable, off-the-shelf website solution. This solution must utilize the existing WyVisNet Uniform Resource Locator (URL) https://www.wyvisnet.com. The website solution should be ready-made but allow for customization to meet the specific needs of the project.

Requesting Entity:
The solicitation is issued by the A&I Procurement Office on behalf of the Department of Environmental Quality (DEQ), State of Wyoming.

Background:
This contract is intended to provide the Department of Environmental Quality with a robust and flexible website solution using the WyVisNet URL. The process is managed through the Public Purchase online bidding system.

Contract Requirements:

• Proposals must offer a customizable, off-the-shelf website solution for WyVisNet.
• All documents must be submitted in PDF, Excel, or Microsoft Office format.

Submission Instructions:

• Proposals are due no later than 2:00:00 P.M. (Mountain Time) on May 13, 2026.
• Both the technical proposal and cost proposal must be uploaded as separate documents and clearly identified.
• All responses must be uploaded completely through the Public Purchase online bidding system by the deadline. If your submission is not fully uploaded by 2:00:00 p.m. MT, the system will lock, and your response will be considered incomplete and non-responsive, resulting in elimination from the evaluation process.
• Questions regarding the solicitation must be submitted through the Public Purchase online bidding system no later than 2:00 P.M. Mountain Time on April 27, 2026. Questions submitted after this deadline may not be accepted or considered.
• It is the responsibility of the bidder/proposer to monitor Public Purchase for answers to questions, addenda, award information, or other updates related to the solicitation. The Wyoming Procurement Office will not provide this information via email, phone, fax, or mail.
