Background
The Wyoming Department of Health, Division of Healthcare Financing, is seeking proposals for the Design, Development & Implementation (DDI) of a statewide health information exchange (HIE) solution known as the Wyoming Frontier Information (WYFI). This initiative aims to enhance healthcare delivery in Wyoming, a state characterized by its vast geography and low population density, which presents unique healthcare challenges. The WYFI HIE will facilitate the electronic exchange of clinical, claims, and public health data among healthcare providers, hospitals, payers, and other authorized partners.
Work Details
The contractor will provide comprehensive services necessary for the design, development, implementation, certification, and maintenance of the WYFI HIE. Key features include:
1) Master Patient Index (MPI) and Record Locator Service (RLS) for accurate patient identity management;
2) Clinical Data Repository (CDR) for data aggregation;
3) FHIR API Gateway and HL7/C-CDA interfaces;
4) Provider Directory and Event Notification Services;
5) Consent Management Module compliant with HIPAA;
6) Public Health Integration with relevant systems;
7) Analytics and Reporting Tools for population health initiatives;
8) Security and Privacy Controls compliant with CMS standards.
The project is expected to last approximately twelve years: two years for DDI followed by ten years for Operations & Maintenance.
Period of Performance
The contract is expected to commence on January 1, 2027, with a two-year DDI phase concluding by January 1, 2029. Operations and Maintenance will extend from January 1, 2028 to December 31, 2037.
Place of Performance
The services will be performed in Wyoming with potential onsite requirements in Cheyenne during testing phases.
