Background
The Wyoming Department of Transportation (WYDOT) is seeking to modernize the Wyoming 511 mobile application, which currently operates on separate codebases for Android and iOS platforms. The goal is to provide the traveling public with critical, real-time data for informed travel decisions while eliminating redundant maintenance cycles. This project aims to enhance the user experience and operational efficiency of the application.

Work Details
The contractor will provide mobile application development, testing, support, and maintenance services for both Android and iOS platforms. Specific tasks include:

1. Proposing and implementing a unified architecture that eliminates the need for separate codebases.
2. Executing coding, front-end styling, and back-end integration based on features defined by WYDOT.
3. Integrating Agency-provided data feeds for real-time accuracy.
4. Ensuring consistent functionality across both operating systems following platform-specific design guidelines.
5. Developing wireframes and high-fidelity prototypes for Agency review.
6. Meeting Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards.
7. Implementing security protocols for data protection.
8. Conducting comprehensive testing across various devices.
9. Managing submissions to the Apple App Store and Google Play Store using WYDOT accounts.
10. Providing technical documentation including source code comments and architecture diagrams.

Period of Performance
The contract will be performed over five base years with the possibility of two one-year extensions.

Place of Performance
The work will primarily be conducted off-site at the contractor's facilities, with periodic meetings held remotely via Google Meet.

Bidder Requirements
Proposers must provide resumes for key personnel including a Project Manager, Developers, and Testers who will be involved in the project. Subcontractors are not permitted. The contractor must demonstrate relevant experience in mobile application development and adhere to state-specific security standards.
