Description

Background
The State of Wyoming, through its State Revolving Fund (SRF) Program, is seeking a contractor to prepare Emergency Preparedness Plans for Public Water Systems (PWSs). This initiative aims to assist eligible public water systems in creating emergency or resiliency plans to address unforeseen public health factors arising from various threats, including cybersecurity, fire impacts, flood impacts, and other environmental or man-made disasters.

This requirement stems from the 2018 America’s Water Infrastructure Act (AWIA), which mandates community water systems serving over 3,300 people to develop or update risk and resilience assessments (RRAs) and Emergency Response Plans (ERPs). The budget for this project is approximately $1,000,000, intended to support as many public water systems as possible in developing their Emergency Response Plans.

Work Details
The contractor will be responsible for:
1. Developing a statewide guidance document tailored for Wyoming PWSs to create emergency response plans.
2. Identifying a priority list of PWSs needing emergency response plans based on cybersecurity threats and other vulnerabilities.
3. Coordinating with PWSs to develop these plans based on the established priority list.

The guidance document must follow EPA criteria and be tailored to specific threats faced by Wyoming PWSs. The contractor will also provide real-time assistance during emergencies and develop cost estimates for implementing improvements identified in the ERPs.

Period of Performance
The contract period will begin upon execution of the contract and is expected to last until March 31, 2027, with ongoing evaluations and potential amendments based on performance.

Place of Performance
The services will be performed throughout the State of Wyoming, focusing on various public water systems across the state.

Bidder Requirements
Bidders must demonstrate experience in developing Risk and Resilience Assessments and Emergency Response Plans. They should provide a list of personnel who will work on the project along with their qualifications. Additionally, bidders are required to comply with all applicable federal and state laws, maintain necessary insurance coverage including cyber liability insurance, and ensure that no conflicts of interest exist in relation to this proposal.
