Crosby Blowout Bedrock Aquifer Remediation

Professional engineering services are being requested to support bedrock remediation efforts at Voluntary Remediation Program (VRP) Site #58.093, also known as the Crosby Blowout, located northwest of Clark, WY, alongside Line Creek. The scope of work includes sampling monitoring wells, producing a current conditions report, preparing a remedial longevity analysis for the existing groundwater extraction system during Phase I, implementing the selected remedy during Phase II, and performing regular monitoring and maintenance until the site is eligible to be decommissioned during Phase III. The remediation is necessary due to petroleum contamination resulting from a natural gas well blowout in September 2006, which impacted the bedrock aquifer with free product and dissolved-phase petroleum constituents. Although groundwater contamination in the alluvial aquifer has been reduced to remedial levels, the bedrock aquifer remains impacted. The previously implemented groundwater extraction remedy was abandoned before completion due to the bankruptcy of the responsible party. The Wyoming State Construction Department, Procurement, is issuing this solicitation on behalf of the Wyoming Department of Environmental Quality (Procuring Agency). Proposals will be received until 1:00 p.m. Mountain Time on September 18, 2025, and must be submitted online at Public Purchase.
