Asset Management Plan Platform And Plans For The State Of Wyoming, Public Water, Public Wastewater, And Stormwater Infrastructure

Work Requested:
The State of Wyoming is seeking proposals for the following:

• Provision of a cloud- and web-based asset management plan platform.
• Creation of asset management plans for approximately 412 community public water systems across Wyoming.
• Inclusion of pricing for the development of asset management plans for wastewater and stormwater infrastructure, where applicable, for these 412 public water systems.

Requesting Entity:
This solicitation is issued by the Wyoming Department of Environmental Quality, Water Quality Division, through the A&I Procurement Office.

Background:
The contract supports the State of Wyoming's efforts to enhance the management of public water, wastewater, and stormwater infrastructure by implementing a robust, web-based asset management platform and developing comprehensive asset management plans for community systems.

Contract Requirements:
Proposals must address the following:

• Delivery of a cloud- and web-based platform for asset management planning.
• Development of asset management plans for 412 community public water systems.
• Provision of pricing for asset management plans for wastewater and stormwater infrastructure, where relevant, for the same systems.

Submission Instructions:

• All proposals must be submitted via the Public Purchase online bidding system.
• The deadline for proposal submission is 2:00:00 P.M. (Mountain Time) on June 11, 2026.
• Questions regarding the solicitation must be submitted through the Public Purchase online bidding system no later than 2:00 P.M. (Mountain Time) on May 26, 2026. Questions submitted after this deadline may not be accepted or considered.
• All responses must be fully uploaded through the Public Purchase system by the deadline. Incomplete uploads at the deadline will result in the proposal being deemed non-responsive and eliminated from consideration.
• Bidders are responsible for monitoring the Public Purchase system for answers to questions, addenda, award information, or any additional details related to this solicitation. The Wyoming Procurement Office will not provide this information via email, phone, fax, or mail.
