Background
West Virginia State University (WVSU) is a public, non-profit, historically black college and university (HBCU) located in Institute, West Virginia. Founded under the Second Morrill Act of 1890, WVSU aims to provide education primarily to African Americans in agriculture and mechanical arts. The university has evolved into a fully accessible institution post the landmark Brown v. Board of Education decision in 1954, which outlawed school segregation.

WVSU serves approximately 1,500 students with a faculty and staff of around 275. The university's mission includes ensuring a clean and safe environment for its academic, administrative, residential, and athletic facilities.

Work Details
The selected vendor will provide comprehensive janitorial services across all WVSU facilities including:
- Management, supervision, labor, equipment, and supplies necessary for janitorial services.
- Daily cleaning and sanitization of common areas, classrooms, offices, and restrooms according to university standards.
- Restocking of restroom supplies (e.g., paper products, soap).
- Floor care services including sweeping, mopping, vacuuming, carpet shampooing, waxing, and buffing.
- Establishment of a routine maintenance schedule for consistent service delivery.
- Emergency cleaning procedures for spills or biohazard situations.
- Compliance with environmental regulations using EPA-approved cleaning products.
- Documented quality assurance inspections to verify performance standards.
- Provision of uniforms for staff with clear identification.

Period of Performance
The contract will commence on January 1, 2026, for an initial term of one year with the possibility of annual renewals for up to three additional years upon mutual agreement.

Place of Performance
All services will be performed at West Virginia State University facilities located in Institute, West Virginia.

Bidder Requirements
Vendors must comply with safety standards including OSHA requirements. They should provide evidence of meeting all mandatory requirements in their proposal. Additionally, vendors must be licensed and in good standing with state laws. The successful vendor must also furnish proof of insurance coverage as specified.
