Background
The West Virginia Office of Miner's Health, Safety and Training is issuing a Request for Quote (ARFQ HST2600000001) to establish an open-end contract for Process Server Services.
This contract aims to support the agency's mission in ensuring compliance with health and safety regulations within the mining industry in West Virginia.

Work Details
The contractor will provide Process Server Services, which include:
1. Accepting work assignments on a 48-hour notice.
2. Making bona fide attempts to serve process within days of receiving the assignment.
3. In emergencies, making bona fide attempts to serve process within 48 hours.
4. Providing written affidavits and/or testifying in hearings regarding service of process or attempts thereof.
Vendors must demonstrate satisfactory references that confirm their ability and willingness to fulfill these requirements.

Period of Performance
The contract period will commence upon award and will remain open-ended, allowing for ongoing service as needed by the agency.

Place of Performance
Services will be performed primarily in Charleston, West Virginia, with potential for other locations as required by the agency.

Bidder Requirements
Vendors must be properly registered with the West Virginia Purchasing Division and have paid a $125 fee prior to contract award.
Additionally, vendors must not owe any debts to the State or any political subdivision thereof.
They are required to provide evidence of their ability to meet deadlines and accept work assignments on short notice.
