Background
The West Virginia State Police (WVSP) is seeking to procure 80 Shadow Systems XR920 Law Enforcement Edition pistols from Atlantic Tactical. This procurement is part of the agency's transition to the Shadow Systems 920 platform duty weapons, which aligns with their uniformity requirements for law enforcement firearms in the state.

Atlantic Tactical is the sole authorized distributor for Shadow Systems for law enforcement sales in West Virginia, making this a direct award without competitive bidding.

Work Details
The contract includes the purchase of 80 Shadow Systems XR920 Law Enforcement Edition pistols, specifically model ML-5306-1D-WVSP. Each pistol features:
- Caliber: 9mm
- Action: Striker fired
- Magazine Capacity: 17+1
- Length: 7.25 inches
- Height: 5.25 inches
- Trigger: Aluminum flat-faced trigger with a pull weight of 4.5-5 lbs
- Frame: Textured polymer with various ergonomic enhancements including an adjustable backstrap system and extended beavertail.
- Slide: Direct-mount optic cut with spiral-fluted black barrel.
- Sights: Metal front sight with green outline and tritium dot, metal rear sight.

Each pistol will come with four magazines, a soft pistol case, and will be engraved with 'West Virginia State Police' and the WSP patch. Additionally, an Armorer’s Course and a Multi-day Pistol Mounted Optic Instructor Class will be provided at the WVSP Academy.

Period of Performance
The contract is expected to be executed upon approval, and delivery is required as soon as possible following that approval.

Place of Performance
The delivery location for the pistols is the West Virginia State Police headquarters at 4124 Kanawha Turnpike, South Charleston, WV 25309.

Bidder Requirements
Atlantic Tactical must provide proof of being the sole authorized distributor for Shadow Systems in West Virginia. The vendor must also comply with all applicable state laws and regulations regarding licensing and insurance requirements.
