Background
The West Virginia Department of Environmental Protection (WVDEP) is seeking bids for the remediation of petroleum-contaminated soils at the former Saltwell Exxon site, identified as WVID# 1701654 and LEAK ID # 92-295-L17.
The agency's mission is to protect the environment and public health by ensuring proper disposal and remediation of hazardous materials.
Work Details
The contractor will be responsible for the following tasks:
1. Obtain a Right of Entry Agreement from the landowner before starting work.
2. Excavate approximately 400 tons of contaminated soil, with additional excavation as necessary based on field screenings.
3. Segregate contaminated from non-contaminated soils during excavation, using 6-mil black plastic to cover materials if needed.
4. Perform compliance sampling, collecting up to 20 soil samples for BTEX analysis (EPA 8260).
5. Apply an approved In-Situ Chemical Oxidation (ISOC) powder compound during backfill.
6. Backfill the excavated area with #57 calcareous gravel, ensuring proper compaction.
7. Reclaim disturbed areas with gravel and provide a Remedial Action Completion Report using WVDEP templates.
8. Contact Miss Utility/WV811 for utility marking prior to project commencement.
Period of Performance
The contract will commence upon receipt of a Notice to Proceed and is expected to be completed within a specified timeframe detailed in the contract documents.
Place of Performance
The work will take place at the former Saltwell Exxon site located at 100 Grande Meadows, Bridgeport, WV 26330.
Bidder Requirements
Bidders must possess a valid West Virginia Contractor’s License and are required to submit a bid bond equal to 5% of their total bid amount.
Additionally, they must provide performance and labor/material payment bonds each equal to 100% of the contract value prior to award.
