Background
The West Virginia Office of Shared Administration (OSA) is soliciting bids on behalf of the West Virginia Department of Health Facilities (DHF) for an open-end contract for corrective maintenance on the proximity card access system at the William R. Sharpe, Jr. Hospital. This contract may be funded in whole or in part with Federal Funds, making it subject to specific federal requirements.
Work Details
The contractor will provide corrective maintenance services, including replacement parts, for the existing proximity card access system at the Hospital. The services include:
1. Corrective Maintenance defined as maintenance performed on an as-requested basis to correct malfunctions or failures in parts, components, and materials of the card access system.
2. No corrective maintenance shall be performed without prior authorization from the Hospital.
3. The vendor must provide a cost estimate detailing the intended scope of work, itemized by time and materials before commencing any work.
4. The vendor must provide a regular hourly labor payment rate for all corrective maintenance labor performed under this contract.
5. A percentage markup on all corrective maintenance parts must also be provided.
6. There are 131 card readers at the facility that require service and maintenance.
Period of Performance
The contract will be effective upon award and will continue until all services are completed or until terminated by either party with appropriate notice.

Vendors must have a minimum of three (3) years’ experience and employ qualified technicians to perform the required services. Additionally, vendors must procure all necessary permits and licenses to comply with applicable laws and regulations.
