Perimeter Intrusion Detection System Project

Background
The Southern Regional Jail and Correctional Facility in Beaver, West Virginia, is issuing a solicitation for the Perimeter Intrusion Detection System Project. The project aims to enhance the security of the facility through the installation of a hybrid perimeter intrusion detection system (HPIDS). This initiative is part of the West Virginia Division of Corrections and Rehabilitation's ongoing efforts to improve safety and security measures within correctional facilities.

Work Details
The contractor will be responsible for installing a Hybrid Perimeter Intrusion Detection System (HPIDS) which includes:

1. Installation of Defensor sensor cable in a double run configuration along all intersecting fences or existing fence zones.
2. Installation of new sensor coils and dual technology IR/MW sensors at specified locations.
3. Routing feeder cables optimally to the control room, ensuring minimal nuisance alarms by reworking locking mechanisms and gates as required.
4. Adding mini mesh and chain link fabric to gates for enhanced security.
5. Installation of rails and transoms above gates to support sensor coils.
6. Ensuring all components are installed on the inside of the existing perimeter security fence, with specific attention to overlapping sensor cables at corners and ends of zones.

Period of Performance
The contract work is expected to commence upon award and must be completed by March 15, 2025.

Place of Performance
The work will be performed at the Southern Regional Jail and Correctional Facility located at 1200 Airport Road, Beaver, WV 25813.

Bidder Requirements
Bidders must comply with specific installation guidelines as outlined in the project documents, including verification of field conditions, adherence to outdoor application standards for feeder cables, and ensuring all components are connected to existing UPS systems.
