Description

Paroled Male Sex Offender Housing
Background
The West Virginia Department of Homeland Security Division of Administrative Services is soliciting bids on behalf of the West Virginia Division of Corrections and Rehabilitation to establish an open-end contract for Transitional Housing for Male Paroled Sex Offenders in West Virginia.
The goal of this contract is to provide a safe and structured living environment for male paroled sex offenders, facilitating their transition back into society.

Work Details
The vendor shall provide transitional housing specifically for male paroled sex offenders, with the following requirements:
1. Housing must be available exclusively for male paroled sex offenders; no other types of inmates or homeless individuals are permitted.
2. A minimum of six (6) paroled male sex offenders must be accommodated.
3. No more than six (6) individuals may occupy a single unit, with a maximum of two (2) occupants per room.
4. The facility must be staffed 24/7 throughout the year.
5. The agency will cover initial administrative/move-in fees and the first 30 days' rent, which includes lodging, food, and utilities.
6. After 30 days, parolees are responsible for all housing fees, which must remain all-inclusive.
7. A fully equipped kitchen must be provided for meal preparation, along with necessary food supplies included in the all-inclusive rate.
8. Family or friends of parolees are not allowed to stay overnight at the facility.
9. The vendor must maintain adequate plumbing, heating, and electricity in the residence and ensure cleanliness and proper maintenance of all areas.
10. There should be one bath/shower for every six (6) occupants and a common area with seating for social interaction that includes entertainment options like television and games.

Period of Performance
The contract will have an initial term of one year with four optional one-year renewals, contingent upon mutual agreement between the vendor and the agency.

Place of Performance
The services will be performed in West Virginia at a location designated by the vendor that meets the specified requirements.

Bidder Requirements
Vendors must comply with all applicable federal, state, and local laws and regulations related to providing housing services for paroled individuals. Additionally, vendors are required to maintain appropriate licenses and insurance coverage as specified in the solicitation.
