Parking Lot Sealing and Asphalt Paving Project

Background
The West Virginia Department of Homeland Security, Division of Administrative Services (DAS) is soliciting bids on behalf of the West Virginia Division of Corrections and Rehabilitation (DCR) to establish a lump sum contract for sealing and striping the parking lot area and asphalt paving project at the Kenneth 'Honey' Rubenstein Juvenile Center (KHRJC), located at 141 Forest Camp Road, Davis, WV 26260.

Work Details
The project involves sealing and striping the parking lot area and asphalt paving project at the Kenneth 'Honey' Rubenstein Juvenile Center. The project includes a mandatory pre-bid meeting, a deadline for questions, and bid due date.
The work also involves using CPR Asphalt Rejuvenator for the project, which requires only one coat and has specific application rates. The product is applied by high production machines capable of applying 20,000 to 30,000 square yards per day. The D-200 Distributor machine is designed specifically for applying asphalt rejuvenator/sealer material. CPR Rejuvenator meets or exceeds all parameters and requirements contained in FAA Engineering Spec. 44, FAA Engineering Spec. 44 A, FAA Engineering Spec. 44 B, the former Engineering Brief P-629, and the new Brief P-632.

Period of Performance
The bid due date is April 16, 2024.
The installation process is by high production, computer-controlled equipment which results in a more accurate and even application. CPR Rejuvenator needs to be applied every 3 to 5 years per manufacturer recommendations.

Place of Performance
The project will be performed at the Kenneth 'Honey' Rubenstein Juvenile Center located at 141 Forest Camp Road, Davis, WV 26260.
