Description

Non Emergency Med Transport/Statewide Transport Program
Background
The West Virginia Department of Administration, Purchasing Division is issuing this solicitation as a request for proposal (RFP) for the Department of Human Services (DoHS), Bureau for Medical Services (BMS). This includes both the West Virginia Medicaid Program and West Virginia Children’s Health Insurance Program (WVCHIP), the Office of Drug Control Policy (ODCP), and the Bureau for Behavioral Health (BBH).

The goal is to provide a full-risk capitation broker to directly coordinate a statewide Non-Emergency Medical Transportation (NEMT) Program and an optional Statewide Transportation Program (STP). This solicitation may be funded in whole or in part with Federal Funds, making it subject to federal requirements.

Work Details
The contractor will provide full-risk capitation broker services to coordinate the NEMT program and optionally the STP. Specific deliverables include:

1. Implementation Cost-NEMT for 3 months.
2. Base Year 1 Cost Per Member Per Month for NEMT for 9 months.
3. Optional Renewal Year costs per member per month for NEMT for Years 1, 2, 3, 4, and 5.
4. Implementation Cost-STP.
5. Various optional base year costs based on mileage ranges from 0-500,001+ miles under STP.

Period of Performance
The initial contract term will be for one year, with potential renewals upon mutual consent up to five successive one-year periods.

Place of Performance
Services will be performed statewide across West Virginia.

Bidder Requirements
Vendors must be properly registered with the West Virginia Purchasing Division and have paid a $125 fee prior to contract award. Non-resident vendors certified as small, women-owned, or minority-owned businesses must identify themselves in writing to receive preferences.
