Employee Mass Notification System

Background
The West Virginia Office of Shared Administration is soliciting bids on behalf of the West Virginia Departments of Health, Human Services, and Health Facilities to establish a contract for the purchase of an employee mass notification system for up to 6,000 employees.
This solicitation may be funded in whole or in part with federal funds, thus making it subject to federal requirements.

Work Details
The contract item is an employee mass notification system that must meet or exceed the following mandatory requirements:
- Cloud-hosted solution compatible with all major wireless carriers and phone models.
- Support for Android and iOS mobile operating systems.
- Ability to send unlimited notifications via SMS, email, and voice calls on a 24/7 basis.
- Two-way communication capabilities for recipient responses.
- Support for scheduled, recurring, and ad-hoc messages.
- Compliance with the Americans with Disabilities Act (ADA).
- Predefined and customizable message templates with departmental logos.
- Real-time delivery tracking and reporting of notifications.
- Remote panic button functionality for emergencies.
- Hosted web-based registration portal for employees.
- Ability to configure alert onset and duration.
- User management features including role-based access control and automatic synchronization of employee data.
- Security measures including multi-factor authentication, detailed audit logs, data storage within the U.S., SSAE-18 audit compliance, and 99.9% service availability.
- Reporting capabilities including a real-time dashboard and exportable reports.
- Comprehensive training and support including onboarding for administrators, user manuals, video tutorials, and 24/7 support.

Period of Performance
The vendor shall ship the contract items immediately after being awarded this contract and receiving a purchase order or notice to proceed.
Delivery must occur within forty-five (45) working days after receiving a purchase order or notice to proceed.

Place of Performance
Contract items must be delivered to One Davis Square, Charleston, WV 25301.

Bidder Requirements
Vendors must have a minimum of five (5) years of experience in commercial or government accounts and have successfully implemented three (3) systems of similar size and scope as described in the specifications.
