Background
The West Virginia Department of Homeland Security Division of Administrative Services is soliciting bids on behalf of The West Virginia Division of Corrections and Rehabilitation to establish an open-end contract for Electronic Monitoring Services.
The goal of this contract is to provide comprehensive electronic monitoring solutions that include GPS tracking and alcohol monitoring services for offenders, enhancing public safety and compliance with rehabilitation programs.
Work Details
The contractor will provide the following services and products:
1. Electronic Monitoring Bracelets - 1500 units required. These must be tamper-resistant, in 'like new' condition, fully functional with WIFI and cellular networks, and capable of creating multiple zones for approximately 4000 offenders.
2. Keys/Key Sets - 60 sets required for the monitoring devices.
3. Alcohol Monitoring Equipment - 100 units required for insensible testing, which must also be in 'like new' condition and fully functional with WIFI and cellular networks.
4. A secure Monitoring Facility that operates 24/7, compliant with safety regulations, including disaster mitigation features.
5. A Data Control Center that meets National Institute of Standards and Technology regulations, ensuring physical security features are in place.
6. Data Storage solutions to securely store all records related to the monitoring services provided, ensuring data remains the property of the Agency.
Period of Performance
The contract will be performed on an open-end basis as needed by the Agency, with specific quantities outlined in the pricing pages.
Place of Performance
Services will be performed at various agency locations throughout West Virginia as indicated by order.
Bidder Requirements
Vendors must have at least two years of experience delivering GPS Services and Alcohol Monitoring Services, providing references with their bid proposal.
The proposed monitoring devices must have been used on at least 500 offenders through contracts with government agencies, including six months of active monitoring for the offered model.
