DCR Challenge Coins

Background
The West Virginia Department of Homeland Security - Division of Administrative Services is soliciting bids on behalf of the West Virginia Division of Corrections and Rehabilitation to establish an open-end contract for DCR Challenge Coins. The goal is to provide memorabilia coins with DCR logos for distribution to public employees across various correctional facilities in West Virginia.

Work Details
The contract includes the following items:

1. DCR Challenge Coins or Equal:
- Must be 2-1/4” in diameter.
- Must be premium military-grade quality.
- Must have shiny gold plating.
- Must have two sides for designs.
- Must have a specialized finish to protect and enhance the overall appearance of the coin.
- Must have Diamond Cut Edging for each coin.
- Front images must include colors noted as Shiny gold level 1, Shiny gold level 2, Shiny gold level 3, Pantone 288C, Pantone 289C, Pantone 297C, and Pantone 299C.
- Back images must include colors noted as Shiny gold 1, Shiny gold 2, White, Pantone 116C, Pantone 168C, Pantone 186C, Pantone 289C, Pantone 355C, and Pantone 877C.

2. DCR Facility Challenge Coins or Equal:
- Same specifications as above with an additional requirement for unlimited colors offered for designs on the back and facility name included instead of Division of Corrections and Rehabilitation.

3. DCR Challenge Coins Artwork Fees or Equal:
- Vendor agrees to allow and produce additional graphics for facility-specific coins during the term of the contract. All charges for proof fees or setup fees must be included in this line.

Period of Performance
The contract is intended for a base period of one (1) year with four (4) one (1) year renewal options. Automatic renewals are prohibited.

Place of Performance
The contract will be performed at various correctional facilities across West Virginia including but not limited to Central Regional Jail, Eastern Regional Jail, Northern Regional Jail, North Central Regional Jail, Potomac Highlands Regional Jail, South Central Regional Jail, Southern Regional Jail, Tygart Valley Regional Jail, Western Regional Jail, Anthony Correctional Facility and Jail among others.

Bidder Requirements
Vendors must ensure they can supply the Contract Items as specified. They are required to carry sufficient inventory to fulfill obligations under this Contract. Vendors must also provide quarterly reports showing items purchased and total dollar value. Failure to comply with specifications may result in cancellation of the contract.
