Cdbg Consultant

Background
The West Virginia Department of Economic Development is issuing this Request for Proposals (RFP) to provide consulting services for the development and drafting of the West Virginia CDBG non-entitlement Consolidated Plan and Action Plan.
This initiative aims to enhance the current CDBG program guidance and implementing documents, ensuring compliance with state regulations as authorized by W. Va. Code 5A-3-10b.

Work Details
The contractor will be responsible for the following services:
1. Coordination of the consolidated plan and annual action plan processes, including consultations with program partners and stakeholders.
2. Conducting data collection and needs assessment for the Consolidated Plan.
3. Preparation of draft and final versions of the Consolidated Plan and Annual Action Plan.
4. Review and revision of WVDED's current CDBG policies and procedure manual.
5. Review of WVDED CDBG program documents.
6. All travel expenses must be included in the quoted hourly blended rate; no additional compensation will be provided for travel.

Period of Performance
The initial contract will be for one (1) year with one (1) optional renewal, totaling a potential two (2) year contract period.

Place of Performance
All work will be performed at the West Virginia Department of Economic Development Administration located at 1900 Kanawha Blvd E Bldg 3 Suite 600, Charleston, WV 25305.
