Background
The West Virginia Department of Health, Bureau for Public Health, Office of Maternal, Child and Family Health is announcing funding availability for the WV Birth to Three Program. This program aims to enhance the development of infants and toddlers with disabilities, minimize developmental delays, and support families in meeting the special needs of their children.

The contract seeks to establish Regional Administrative Units (RAUs) that will implement local WVBTT System Point of Entry functions and facilitate various activities according to established policies and procedures.

Work Details
The selected Grantee will provide the following services:
1. Implementation of local WVBTT System Point of Entry functions.
2. Administrative oversight of data entry into the WVBTT Online data system.
3. Facilitation of child find activities, interagency collaboration, and family-to-family support activities as per WV BTT Program policies.
4. Conduct public awareness campaigns and inform primary referral sources about eligibility criteria and referral processes.
5. Maintain a central directory for resources and facilitate family engagement activities.
6. Ensure timely data entry and confidentiality protections for all child data in compliance with IDEA and FERPA regulations.
7. Conduct ongoing quality assurance activities to ensure compliance with program requirements.

Period of Performance
The contract period is from July 1, 2025, to June 30, 2026, with potential for annual renewal based on performance.

Place of Performance
Services will be provided statewide across eight designated regions in West Virginia:
- Region 1: Brooke, Hancock, Marion, Marshall, Monongalia, Ohio, Tyler, Wetzel
- Region 2: Calhoun, Doddridge, Gilmer, Harrison, Pleasants, Ritchie, Wirt, Wood
- Region 3: Clay, Jackson, Kanawha, Roane
- Region 4: Boone, Cabell, Lincoln, Logan, Mason, Mingo, Putnam, Wayne
- Region 5: Barbour, Lewis, Preston, Randolph, Taylor, Tucker, Upshur
- Region 6: Braxton, Greenbrier, Monroe, Nicholas, Pocahontas, Summers, Webster
- Region 7: Fayette, McDowell, Mercer, Raleigh Wyoming
- Region 8: Berkley Grant Hampshire Hardy Jefferson Mineral Morgan.

Bidder Requirements
Eligible applicants must be non-profit organizations or coalitions licensed to operate as businesses in West Virginia and registered as state vendors. They must comply with all applicable federal and state laws related to this program.
