Background
The West Virginia Department of Health (WVDH), Bureau for Public Health (BPH), Office of Community Health Systems and Health Promotion (OCHSHP) Division of Primary Care is announcing funding availability for the Black Lung Clinics Program. This program aims to improve the health status of coal miners by providing services that minimize the effects of respiratory and pulmonary impairment associated with black lung disease.

This initiative seeks proposals from non-profit agencies capable of delivering specific diagnostic and treatment procedures to enhance the quality of life for miners and reduce economic costs related to morbidity and mortality from pulmonary diseases.

Work Details
The selected grantee will provide a range of services under the Black Lung Clinics Program, including:
1. Outreach;
2. Primary and specialty care;
3. Patient and Family Education, Health Counseling, and Benefits Counseling;
4. Patient Care Coordination/Case Management, including Individual Patient Care Plans for all patients and referrals;
5. Pulmonary rehabilitation;
6. Cultural competency.

The grantee must ensure that all services are provided regardless of a person’s ability to pay, billing available financial resources such as Medicaid, Medicare, and private pay. Performance measures include maintaining reports on outreach activities, medical user diagnostics, benefits counseling activities, and patient referrals to pulmonary rehabilitation.

Period of Performance
The funding opportunity is based on a one-year period from July 1, 2025, through June 30, 2026, with potential annual renewal based on performance.

Place of Performance
Services will be provided statewide in West Virginia.

Bidder Requirements
