Architectural/Engineering Services for PSC HQ HVAC Upgrade

Background
The West Virginia Department of Administration, through its Purchasing Division, is soliciting Expressions of Interest (EOI) for architectural and engineering services to upgrade and replace the outdated HVAC systems at the Public Service Commission (PSC) headquarters located at 201 Brooks St. and 1116 Quarrier St., Charleston, WV.

The goal is to enhance the facilities' HVAC capabilities to better meet operational needs, as the current systems are over 40 years old and inadequate.

Work Details
The selected vendor will provide comprehensive architectural and engineering design services, including:
1. Complete design encompassing all engineering disciplines—mechanical, electrical, plumbing, and architectural—to prepare construction bid documents suitable for state purchasing procedures.
2. Key design elements must focus on energy efficiency and maintenance-friendly equipment.
3. Evaluation of both buildings to ensure they are structurally sound for new HVAC installations.
4. Researching existing utilities' locations and providing necessary drawings and specifications as directed by the state agency or utility companies.

Period of Performance
The contract will commence upon receipt of a notice to proceed from the State and must be completed within a specified timeframe detailed in the contract documents.

Place of Performance
Services will be performed at the Public Service Commission buildings located at 201 Brooks St. and 1116 Quarrier St., Charleston, WV 25301.

Bidder Requirements
Vendors must be properly registered with the West Virginia Purchasing Division prior to contract award. They are required to provide proof of necessary licenses, certifications, or permits upon request.

Additionally, vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and professional liability insurance also at $1,000,000 per occurrence.
