Background
The Department of Tourism is soliciting Expressions of Interest (EOI) from qualified firms to provide architectural and engineering services for a roofing project at the Culture Center located in the State Capitol Complex in Charleston, West Virginia.
The purpose of this project is to address the deteriorating condition of the Culture Center's roof, which has reached the end of its protective life and is experiencing leaks. The agency aims to ensure that the roof is properly inspected, evaluated, and managed for repair or replacement.
Work Details
The selected vendor will be responsible for providing comprehensive architectural and engineering services, which include:
- Conducting inspections, evaluations, and testing of the existing roofing systems;
- Designing a new roof system that improves drainage efficiency and prevents leaks;
- Producing specifications that adhere to industry best practices;
- Managing construction activities including scheduling and leading pre-bid meetings;
- Overseeing the removal and disposal of existing roofing materials;
- Cleaning and conditioning existing concrete roof decks;
- Reusing existing metal coping materials, roof drain clamps, strainer domes, relief hatches, and fire vents.
The roofing surfaces involved include two flat levels on the main building, one flat level on the boiler and generator annex, one flat level on the electrical vault, and one flat level on two stairwell bunkers.
Period of Performance
The contract will be effective upon receipt of notice to proceed and must be completed within 365 calendar days.
Place of Performance
The work will be performed at the Culture Center located at 1900 Kanawha Blvd E, Charleston, WV 25305.
Bidder Requirements
Vendors must be properly registered with the West Virginia Purchasing Division prior to contract award. They must also provide proof of commercial general liability insurance with a minimum coverage of $1 million per occurrence. Vendors are required to comply with all applicable federal, state, and local laws. Additionally, vendors must submit a Disclosure of Interested Parties if their contract value is estimated at $1 million or more.
