Background
The City of Milwaukee Health Department (MHD) is seeking consulting services to develop a 5-year Maternal and Child Health (MCH) Strategic Plan. This plan aims to be data-driven, participatory, and grounded in the Social Determinants of Health (SDOH). It will include clear goals, strategies, and outcomes to guide services and advance MHD’s Public Health 3.0 vision. The finalized plan is expected to launch in Spring 2026.
Work Details
The contractor will facilitate a strategic planning process that includes:
1) Project Initiation & Project Plan Development: Identify stakeholders, determine available data, and develop a project plan.
2) Gather Relevant Data and Stakeholder Input: Compile and assess data, identify additional needs, and facilitate community input through focus groups and surveys.
3) Analyze Results and Select Strategic Priorities: Review data collaboratively to identify strategic issues for inclusion in the plan.
4) Write and Review Strategic Plan: Develop a full action plan with measurable objectives aligned with MHD's existing strategic documents.
Period of Performance
The contract will commence on the date of award and continue through May 2026, with an estimated start date around December 15, 2025.
Place of Performance
The planning process will occur at various sites throughout Milwaukee, including the Zeidler Municipal Building, Southside Health Center, Keenan Health Clinic, and Northwest Health Center.
Bidder Requirements
Proposers must demonstrate professional expertise in strategic planning for non-profit or public health organizations.
