Background
The City of Milwaukee Health Department (MHD) is seeking proposals from qualified firms or individuals to provide executive and leadership coaching services. This initiative supports MHD’s ongoing commitment to professional development, leadership excellence, and the advancement of an anti-racist, inclusive organizational culture.
The Milwaukee Health Department is the public health agency for the City of Milwaukee and a lead agency for public health in the region, providing foundational public health services and a range of accessible clinical and client services.
Work Details
The selected vendor will deliver executive and leadership coaching services to support the professional growth of up to 55 Health Department staff, including executive management and other directors/managers. Key components include:
1. Initial Needs Assessment: Conduct interviews/surveys to identify coaching needs; evaluate current leadership strengths; prepare a summary report.
2. Customized Coaching Plans: Develop tailored plans for executive leaders aligned with MHD’s organizational goals.
3. Coaching Delivery: Provide individual sessions (virtual/in-person/hybrid) and group workshops on topics such as strategic planning, change management, emotional intelligence, conflict resolution, team building, etc.
4. Progress Monitoring: Track participants’ progress against coaching goals with bi-monthly updates to MHD leadership.
5. Evaluation and Outcomes Reporting: Collect feedback post-sessions; measure success using assessments; deliver a final report with outcomes achieved and recommendations.
Period of Performance
The anticipated start date for services is November 17, 2025, with a contract term of one year through November 16, 2026, plus an option for one additional year upon mutual agreement.
Place of Performance
Coaching services may be delivered at various locations including on-site at MHD offices or neutral third-party locations such as community centers or corporate venues. Virtual coaching will also be conducted via online platforms like Zoom or Microsoft Teams.
Bidder Requirements
Proposers must demonstrate extensive experience in executive coaching within public-sector or mission-driven environments, along with expertise in diversity, equity, inclusion, and anti-racism coaching practices. Certified coaching professionals are preferred (e.g., ICF accreditation). Proposals should include past project descriptions demonstrating measurable outcomes in similar contexts.
