Vehicle Towing Services

Background
The City of West Allis, WI is seeking to establish a comprehensive vehicle towing services contract to support its law enforcement operations, snow emergency response, and other municipal needs. The contract will span three years from January 1, 2026, to December 31, 2028, with an option for a three-year renewal until December 31, 2031. The selected contractor will be responsible for providing 24-hour towing and storage services while ensuring compliance with all applicable laws and regulations.

Work Details
The contractor shall provide the following services:
- 24-hour towing services available year-round.
- Storage for vehicles including indoor capacity for at least five vehicles and outdoor capacity for at least ten vehicles. During snow emergencies, storage must accommodate a minimum of twenty-five vehicles.
- Response time to authorized requests must be within 30 minutes.
- Dedicate at least two tow trucks exclusively for City service during declared snow emergencies.
- Maintain operational equipment including a minimum of four tow trucks and one flatbed vehicle. All equipment must meet safety standards and state certification requirements for law enforcement towing.
- Monthly reporting to the Chief of Police detailing all operations performed, including vehicle details and charges incurred.

Period of Performance
The contract period is from January 1, 2026, to December 31, 2028, with an option for renewal extending to December 31, 2031.

Place of Performance
Services will be performed within the geographic boundaries of the City of West Allis, WI.

Bidder Requirements
Bidders must demonstrate experience in vehicle towing and winching operations. They must have financial responsibility and maintain at least four operational towing vehicles plus one flatbed vehicle. Bidders must also possess current law enforcement towing certification and ensure trained personnel are available at all times.
