Security Services RFP

Background
Waukesha County Health and Human Services Department is seeking proposals for comprehensive security services at the Mental Health Center campus. This campus includes a 16-bed adult psychiatric hospital, a 14-bed adult crisis stabilization unit, outpatient clinic services, and administrative offices. Additionally, the Waukesha County Expo Center requires event security services on an as-needed basis. The goal is to ensure safety and security for both facilities while addressing the unique needs of each environment.

Work Details
The contract involves two groups: Group A for the Mental Health Center and Group B for the Expo Center.

For Group A, services include:
- Monitoring video surveillance
- Tracking referrals for admission
- Assisting with patient transfers
- Making emergency calls
- De-escalating agitated patients under licensed staff guidance
- Responding to building emergencies
- Assisting with safety training
- Electronic incident reporting
- Providing 24/7 access to reports and critical information.

For Group B, security officers must be assigned as needed for events with no minimum guarantee of hours. They must maintain a presence during shifts through crowd control, foot patrols, bag searches, traffic control, and other duties. Officers are required to wear uniforms and ID badges.

Period of Performance
The contract will last for two years starting June 1, 2026, with options for three one-year extensions based on performance and funding availability.

Place of Performance
Services will be performed at the Waukesha County Mental Health Center located on Airport Road and at the Waukesha County Expo Center.

Bidder Requirements
Bidders must be registered to do business in Wisconsin within ten days after award. Providers must have at least five years of experience in similar services and comply with insurance requirements including general liability coverage of $1 million per occurrence and workers' compensation insurance.
