Background
The Wisconsin Department of Health Services (DHS) is seeking proposals for Non-Emergency Medical Transportation (NEMT) services to manage transportation for Medicaid and BadgerCare Plus members. The goal is to ensure necessary non-emergency medical transportation for eligible members to and from Medicaid-covered services, as mandated by federal regulations.

Work Details
The Supplier will be responsible for:
A. Informing and educating members on the NEMT program and process.
B. Verifying member eligibility for Medicaid or BadgerCare Plus.
C. Assessing transportation needs.
D. Authorizing transportation services.
E. Scheduling and assigning trips.
F. Coordinating trip status information with supporting networks, such as HMOs, counties, tribes, and other community service providers.
G. Operating a call center.
H. Recruiting, maintaining, and improving a transportation provider network in Wisconsin.
I. Ensuring compliance with driver and vehicle requirements.
J. Providing reimbursement for transportation services.
K. Developing and implementing a quality monitoring plan.
L. Collecting transportation data.
M. Providing administrative oversight.
N. Submitting management reports.
O. Protecting member confidentiality.
P. Maintaining adequate staff and facilities.
Q. Interacting directly with the Department and authorized support agencies.
Period of Performance
The contract will be effective upon execution and will run for three (3) years, with an option for two (2) one-year renewals by mutual agreement.
Place of Performance
The services will be performed statewide in Wisconsin.
Bidder Requirements
Vendors must demonstrate experience managing NEMT services for a population of at least 600,000 members over a minimum of five (5) years, including diverse geographic locations and populations with varying needs. Vendors must also comply with specific qualifications regarding independence from transportation providers, maintain service agreements that prohibit subcontracting without approval, ensure driver qualifications including background checks and training in CPR/First Aid, and adhere to quality assurance standards.
