Laboratory Analysis Services

Background
The Milwaukee Metropolitan Sewerage District (District) intends to contract with outside laboratories to provide analytical services that the District’s Central Laboratory cannot provide. The goal of this contract is to ensure access to necessary analytical services for a variety of environmental tests, which are critical for maintaining public health and environmental standards. Contracts will be awarded for a three-year period, anticipated to start in January 2026.

Work Details
The selected laboratories will provide various laboratory analysis services as specified in the request. This includes but is not limited to:
- Analytical capabilities for various matrices such as biosolids, wastewater, groundwater, and surface water.
- Specific tests including Ammonia, Metals (ICP and ICP/MS), PFAS, Dioxins and Furans, and Volatile Organics.
- Laboratories must demonstrate their qualifications through a two-step process: first qualifying based on regulatory accreditations and technical merits, followed by cost evaluation for providing analyses.
- Proposals must include detailed qualifications packages including transmittal letters, laboratory analytical capabilities, statements of qualifications, laboratory certificates and scopes of accreditation, quality manuals, examples of electronic data deliverables, assessment reports, S/W/MBE participation documentation, non-discrimination certifications, EEO data forms, and cost proposals.

Period of Performance
The contract period is expected to last three years starting from January 2026.

Place of Performance
The services will be performed at the laboratories selected by the District; however, specific geographic locations are not detailed in the solicitation.

Bidder Requirements
Proposers must be authorized to do business in the State of Wisconsin. They are required to submit proof of insurance coverage at levels required by the District if selected. Additionally, there is a combined S/W/MBE participation goal of 20% of the total contract dollar amount. Proposers must also complete and submit a Certification of Non-Discrimination and an Equal Employment Opportunity Data form.
