Background
Kenosha County is seeking proposals from qualified organizations, non-profits, businesses, or collaborative partnerships to operate, program, and revitalize a historic campus of approximately 32,350 square feet across nine interconnected buildings and one standalone building known as the Anderson Arts Center. The goal is to preserve the site's historic integrity while enhancing community engagement and generating sustainable revenue streams for ongoing maintenance and preservation.
Work Details
Proposals may be submitted for the entire campus or specific buildings/spaces within the complex. Desired programming includes hospitality services, operation of a special event venue, public and private events (weddings, celebrations), gardens and outdoor gathering spaces, markets, arts and cultural programming, and other community-oriented activities that support recreation, education, and community vitality.
The contractor will be responsible for any necessary renovations or adaptive reuse to meet modern programming needs and accessibility standards. The surrounding grounds offer opportunities for outdoor recreation and complementary uses such as cafes or retail operations. Zone A will serve as a staging area for a Shoreline Restoration Project until construction completion in late 2027.
Period of Performance
The contract term is from August 24, 2027 through December 31, 2037, with three five-year renewal options. A longer-term agreement of up to twenty-five years may be considered if substantial capital improvements are proposed.

The contract will be performed at the Kemper Center located at 6501 3rd Avenue, Kenosha, WI 53143.
Bidder Requirements
Proposers must demonstrate relevant experience in operating multi-use facilities or managing events. They should also provide a business model that includes revenue sharing with Kenosha County (minimum of 12.5% of gross revenue) and identify any requested support from the County such as lease terms or facility improvements.
