Background
The Dunn County Administration Office is issuing this Request for Proposal (RFP) to seek proposals for an Inmate Telephone, Video Visiting, Informational Kiosk system, and Tablets to be utilized in the Dunn County Jail. The goal of this contract is to provide a comprehensive communication system that includes web-based software, wall-mounted telephones, kiosks, and portable tablets.
The Dunn County Jail has a capacity of 160 beds with an average daily population of 84 inmates. The equipment must be installed, furnished, and maintained by the vendor at no cost to the jail.
Work Details
The vendor will provide a turnkey inmate telephone system that includes:
- 23 inmate telephone sets
- 12 video terminals and kiosks (one in each cellblock)
- 2 visitation phone sets
- 2 video visitation kiosks in visitation booths
- 110 tablets with docking stations.
The system must facilitate outbound calls for inmates while ensuring control over calling privileges and minimizing fraud. It should include features such as call recording, monitoring capabilities for staff, and a web-based interface for jail personnel.
Additionally, the system must support video visitation services that are recorded and accessible for review. The kiosks will allow inmates to manage their accounts and submit requests or grievances electronically. Tablets provided by the vendor will enable inmates to access various services including email, law library resources, and educational content.
Period of Performance
The contract will commence on December 15, 2025, following the completion of installation within 60 days after contract award. The initial term is five years with an option to renew for two additional one-year periods upon mutual agreement.

The services will be performed at the Dunn County Jail located at 615 Stokke Parkway Drive, Menomonie, WI 54751.
