Enterprise Project Management Services

Background
The Department of Health Services (DHS) is seeking input from potential Bidders/Proposers for the potential release of an Enterprise Project Management Office (EPMO) Request for Proposal (RFP).

The purpose of this draft RFP is to allow interested parties to provide feedback on the requirements and assess their ability to respond to the final RFP. DHS aims to establish a governance and management methodology for effectively managing the Medicaid enterprise project portfolio, which has become more complex due to the introduction of multiple vendors under the Medicaid Enterprise Systems (MES) project.

DHS's goals include delivering successful projects, enhancing staff productivity, and maintaining quality assurance throughout the project lifecycle.

Work Details
The Vendor will provide services including:
1. Global E-PMO Services Requirements: Meeting global requirements and providing related deliverables such as templates and documentation management.
2. Contract Administration: Managing the contractual relationship between DHS and the Vendor.
3. E-PMO Staffing: Providing staffing and staff augmentation services.
4. MES Portfolio Management: Implementing methodologies and tools to support DMS projects, facilitating project identification and prioritization.
5. MES Project Management: Managing all MES projects through established methodologies, including planning, testing, and implementation.
6. APD Management: Assisting with planning, implementation, and operations APDs for federal funding approval.
7. MES Certification Management: Maintaining Medicaid Enterprise Certification as required by CMS.
8. Technical Advisory Services: Coordinating technical architecture work and vendor services.

Period of Performance
The contract period will commence upon award with specific timelines outlined in individual deliverables; updates to plans are required annually.

Place of Performance
Services will be performed primarily in Madison, Wisconsin, with provisions for remote meetings as necessary.

Bidder Requirements
Vendors must not hold current contracts with DHS listed in Table 3 of the RFP or have assisted in developing the E-PMO RFP. Vendors must also not supply or subcontract professional services related to systems applications for DHS.
