Crisis Stabilization Facility

Background
The Crisis Stabilization Facility is being established by the Dane County Department of Human Services to provide rapid access to voluntary, short-term residential care for individuals experiencing a behavioral health crisis. This facility aims to serve as an alternative to hospitalizations or other restrictive settings, ensuring that individuals receive timely and appropriate support in a community-based environment.

Work Details
The facility will operate 24/7 and provide individualized crisis support addressing personal, social, behavioral, mental, developmental, and substance use challenges. Key services include:
- Accepting referrals and completing screenings for admissions on a 24/7 basis.
- Maintaining at least ten program slots exclusively for Dane County residents.
- Conducting psychosocial assessments within 24 hours of admission.
- Providing multidisciplinary treatment including medication management, behavioral health counseling, skill development, and peer support services.
- Ensuring on-site clinical staff availability for at least six hours daily with 24/7 access to on-call clinical staff.
- Implementing active engagement strategies to foster client retention and satisfaction.

Period of Performance
The contract will commence upon execution and will last for one year with the option for four additional one-year renewals based on mutual agreement.

Place of Performance
The services will be provided at the Crisis Stabilization Facility located in Dane County, Wisconsin.

Bidder Requirements
Bidders must be registered entities in good standing with the Wisconsin Department of Financial Institutions. The proposal must demonstrate compliance with Medicaid billing requirements as a Tier 2 crisis-dedicated stabilization provider. Additionally, administrative costs are capped at 15% of the total program cost.
