Cooling System Replacement at West Police Station

Background
The City of Madison Engineering is soliciting bids for the Cooling System Replacement at the West Police Station. This project aims to replace the existing air handling unit, which was installed in 2001, and to upgrade the cooling system to meet current code requirements regarding refrigerants. The goal is to ensure efficient operation and compliance with updated standards while minimizing disruption to the police department's operations.

Work Details
The project involves replacing the existing air handling unit (AHU) with a new chilled water coil system and installing an exterior air-cooled chiller. Key components of the work include:
- Demolition of existing DX condenser, DX piping, DX coil/drain pan, hot water coil, and humidifier.
- Refurbishment of AHU sheet metal and preparation for new coil installation.
- Installation of a new chiller (Daiken AGZ004F), chilled water coil (Daiken 5WL1106B), chilled water piping, and associated components including pumps and valves.
- Coordination with City Engineering staff for design approval and permitting.
- Ensuring all work complies with IBC 2021 requirements.
- Conducting test and balance work according to industry standards.

Period of Performance
The contract work is expected to commence by the end of October 2025 and must be completed prior to the 2026 cooling season, approximately by mid-May 2026.

Place of Performance
The work will be performed at the West Police Station located at 1710 McKenna Blvd, Madison, WI 53711.

Bidder Requirements
Bidders must pass a background check due to the nature of work occurring in a police facility. Additionally, bidders are required to submit an Affirmative Action Plan if they employ 15 or more employees and do business with the City exceeding $50,000 annually. Bidders should also be aware of local vendor preference policies.
