Description

Background
The Consolidated Food Service (CFS) building, located in the Town of Verona, was built in 1994. The primary function of this facility is large-scale cooking operations to prepare warm meals to other Dane County facilities. The CFS facility is one of three county-owned buildings on the Badger Prairie campus which also includes: the Badger Prairie Health Care Center (BPHCC, skilled nursing facility); and the privately managed Badger Prairie Needs Network (BPNN, food pantry).
When CFS was constructed in 1994, it was connected to the former Badger Prairie health care building and was served by district steam heating which also supplied their steam cooking functions. In 2008 – 2010, the old health care building was demolished and the existing BPHCC was constructed. District heating and cooling ended and the campus was separated into three HVAC independent facilities. BPHCC consists of a partial hydronic geothermal system supplemented with gas boilers, and BPNN is heated by gas forced air rooftop units and hydronic boilers.
A sustainability goal of the County is to convert CFS to a hydronic system in order to heat the campus on either an independent geothermal system or a shared geothermal system with BPHCC. This study should keep that sustainability goal in mind but focus only on the CFS facility and not BPNN or BPHCC.

Work Details
The feasibility study should examine the Consolidated Food Services (CFS) building through a long-term lens, no imminent design is expected to commence from this feasibility study. The consultant should examine HVAC impacts, building envelope, and cooking operations impacts, as well as other possible considerations.
The overall study should include four main components:
1. A condition assessment and recommendations regarding existing cooking operations including physical equipment and cooking workflows;
2. An examination of conversion of the building and operations to a low temperature hydronic configuration;
3. An examination of conversion of the building and operations to a high temperature hydronic configuration;
4. An examination of no conversion to hydronic but utilizing the existing boiler and air handler in a more energy efficient way considering energy and/or heat recovery.

Period of Performance
The contract period will be determined based on discussions between COUNTY and ENGINEER.

Place of Performance
The work will be performed at the Consolidated Food Services (CFS) facility located at 1000 E. Verona Ave, Verona, WI.
