Commodity Contract for Two (2) Respirator Fit Test Equipment

Background
The City of Milwaukee, through its Department of Administration – Purchasing Division, is issuing this Invitation to Bid for the procurement of two (2) Respirator Fit Test Equipment. This equipment is essential for the Milwaukee Health Department to ensure that city employees using tight-fitting facepiece respirators successfully pass an annual fit test. The contract is federally funded and aims to enhance workplace safety in compliance with OSHA standards.

Work Details
The contract involves the purchase of two (2) Respirator Fit Test Equipment units that must meet or exceed the specifications outlined in City of Milwaukee Specification No. 42-B-19a dated September 11, 2025. The equipment must be equivalent to the PortaCount Pro+ Respirator Fit Tester 8048-T and include:

1. Compatibility with new Modified CNC Protocols as established in 29 CFR Part 1910 / OSHA 2015-0015.
2. Compliance with OSHA, CSA, HSE, and ANSI standards.
3. Capability to measure fit factors greater than 10,000.
4. Accommodation for both N95 and N99 fit testing.
5. Ability to print test result summary reports.
6. Provision of consumables to conduct fit tests (250).
7. Minimum equipment warranty of 24 months.
8. Annual maintenance calibration for three years.
9. Inclusion of training at implementation and ongoing support.

Optional requirement includes standalone operation capability without a computer or tablet.

Period of Performance
The delivery of the equipment must be completed no later than November 1, 2025.

Place of Performance
Delivery will occur at the Milwaukee Health Department located at 841 N Broadway, Floor 3, Milwaukee, WI 53202.

Bidder Requirements
Bidders must comply with specific insurance requirements including naming the City of Milwaukee as an additional insured and providing a certificate of insurance prior to contract commencement. Bidders are encouraged to utilize Small Business Enterprises (SBE) for supplementary services but are not mandated to do so unless specified otherwise.
