Civil Engineering and Strategic Planning Services

Background
Green Bay Area Public Schools (GBAPS) is seeking to enter into a professional services contract with a Civil Engineering firm to support various district-wide projects. The goal of this contract is to provide comprehensive civil engineering services and documentation necessary for creating integrated bid packages that meet the needs of GBAPS sites.

Work Details
The contractor will provide civil engineering services on an as-needed basis, which may include:

- Strategic planning for project identification
- Preparation of plans, specifications, and cost estimates for construction projects
- Conducting detailed studies and investigations
- Land surveying activities
- Construction inspection
- Contract administration for various civil engineering aspects including storm water management, site utilities, landscaping, signage, and paving.

Specific tasks include confirming project goals through meetings, conducting field surveys, preparing site plans using AutoCAD, reviewing existing documents, preparing engineering details and calculations, evaluating technologies applicable to GBAPS designs, coordinating with regulatory agencies for permits, assisting in bidding processes including preparation of specifications in multiple formats (MS Word/PDF), conducting pre-bid meetings, evaluating bids, and providing construction administration services such as monitoring compliance with contract documents and delivering final project documentation.

Period of Performance
The contract is expected to commence on January 1, 2026, with a proposed end date of December 31, 2030. It will be structured as a five-year service agreement with the potential for four one-year renewals.

Place of Performance
The services will be performed primarily within the Green Bay Area Public Schools district in Green Bay, Wisconsin.

Bidder Requirements
Proposals must demonstrate evidence of a registered professional engineer on staff capable of stamping construction documents. Bidders must provide a brief company history including establishment date and ownership changes. They must also list key staff involved in the project and their roles. Additionally, bidders are required to submit a list of subcontractors along with the work they will perform and the expected percentage of work assigned to each. Compliance with insurance requirements is mandatory.
