Background
The City of West Bend is seeking qualified contractors to provide a shared-ride taxi service under a contract that spans five years, from January 1, 2026, to December 31, 2030. This service is intended for the general public and is subsidized by state and federal transit operating funds. The goal of this contract is to enhance public transportation accessibility within the city limits and up to two miles outside the city, ensuring compliance with ADA requirements.

Work Details
The contractor will provide curb-to-curb, demand-response shared-ride taxi services available seven days a week, with specific hours outlined in the solicitation. The service must include ADA accessible rides, where the contractor is responsible for assisting disabled passengers into and out of vehicles.

Vehicles will be leased from the City of West Bend, which typically provides 7 vans and 7 accessible vehicles. The contractor must maintain an automated dispatch system and ensure all vehicles are equipped with communication devices. Additionally, they must keep detailed records of each trip and maintain driver training documentation.

Period of Performance
The contract will be performed over a five-year period from January 1, 2026, through December 31, 2030, including one base year and four optional renewal years.

Place of Performance
The services will be performed within the city limits of West Bend, WI, and may extend up to two miles outside the city.

Bidder Requirements
Proposers must demonstrate at least three years of experience in ground transportation services. They are required to maintain appropriate insurance coverage including automobile liability and workers' compensation insurance.

Proposals must include a completed Bidders List detailing any Disadvantaged Business Enterprises (DBE) participation. Contractors must comply with federal regulations regarding drug and alcohol testing as well as licensing requirements for vehicles and drivers.
