City of Marinette Shared-Ride Taxi RFP

Background
The City of Marinette is seeking qualified contractors to provide Shared-Ride Taxi Services for its residents. This demand-response service aims to facilitate transportation within the City of Marinette and to nearby locations, specifically Peshtigo and Menominee, Michigan. The service is designed to be accessible to all residents, including adults, children, the elderly, and individuals with disabilities. The goal is to enhance mobility for the community while ensuring compliance with federal and state regulations.

Work Details
The contractor will provide a door-to-door, demand-responsive shared-ride taxi service available seven days a week. Key requirements include:
- A fleet of at least 4 vehicles (model year 2015 or newer) capable of carrying at least 5 passengers.
- An automated dispatch system operational 13 hours a day.
- Compliance with ADA regulations for accessibility.
- Maintenance of logs for vehicle maintenance and trip records.
- Drivers must assist elderly or disabled passengers as needed.

Service hours are as follows:
- Monday to Friday: 6:00 AM to 7:00 PM
- Saturday: 9:00 AM to 7:00 PM
- Sunday: 8:00 AM to 7:00 PM

Weekly estimated total service hours are approximately 235 hours, with specific vehicle and driver requirements outlined for each hour of operation.

Period of Performance
The contract will commence on January 1, 2026, and will run through December 31, 2027. There are options for three additional one-year renewals.

Place of Performance
Services will be performed within the City of Marinette and within a three-mile radius of the city limits.

Bidder Requirements
Bidders must demonstrate financial capability, experience in ground transportation services, and compliance with federal regulations regarding drug and alcohol testing. They must also provide proof of insurance coverage as specified in the solicitation. The proposal must include documentation confirming that the bidder is registered and licensed to operate in Wisconsin.
