Child Welfare Information System Modernization

Background
The Wisconsin Department of Children and Families (DCF) is issuing this Request for Information (RFI) to gather insights and information from vendors regarding potential solutions for a new case and provider management system. This system must comply with federal requirements for the Comprehensive Child Welfare Information System (CCWIS) while also meeting DCF's needs for efficiency, security, and interoperability.

The current system, eWiSACWIS, is a browser-based case management system that supports various child welfare services. DCF aims to transition to a Commercial Off the Shelf (COTS), Platform as a Service (PaaS), or Software as a Service (SaaS) solution that enhances operational capabilities and meets legislative mandates.

Work Details
The new CCWIS compliant case management system must include:
1. Compliance with state and federal requirements;
2. Robust workflows;
3. Features maximizing efficiency such as reporting dashboards, artificial intelligence tools, digital signature capabilities, and offline/mobile app functionalities;
4. Data sharing capabilities including bidirectional exchanges.

The desired functionalities encompass access management for child protective services, case management activities, financial processing related to out-of-home care costs, licensing of providers, and administrative functions. Specific features include:
- Initial assessments and investigation findings
- Case reminders via multiple communication channels
- Comprehensive case history tracking
- Document management capabilities including electronic signatures
- Real-time dashboards and reporting tools
- Mobile access with offline capabilities.

Period of Performance
The RFI was issued on April 8, 2026, with responses due by May 13, 2026. The period of performance for the subsequent contract will be determined based on the procurement process following this RFI.

Place of Performance
The contract will be performed in the State of Wisconsin as it pertains to the Department of Children and Families' operations.

Bidder Requirements
Respondents must demonstrate experience with state child welfare programs and compliance with State of Wisconsin security standards. There are no specific set-aside certifications mentioned in this RFI.
