Air Compressor System - Preventative Maintenance and Repair Services

Background
The County of Dane, through its Department of Waste & Renewables, operates a Renewable Natural Gas (RNG) Processing Plant that converts landfill biogas into pipeline-quality natural gas. The facility is located at 7242 Maahic Way, Madison, Wisconsin. The County is seeking bids for preventative maintenance and repair services for four air compressor systems critical to the operations of the RNG Plant, Offload Station, and Rodefeld Landfill. This contract aims to ensure safe and reliable facility operations.

Work Details
The contractor will provide preventative maintenance and repair services for four air compressor systems:

1) Instrument Air 1 - Rotary Screw Atlas Copco G15;
2) Instrument Air 2 - Rotary Screw Atlas Copco G15;
3) Offload - Reciprocating Quincy QT-5;
4) Landfill - Sullair 1109E/A.

Services include scheduled maintenance at specified intervals (2000 hours/3 months, 4000 hours/6 months, and 6000 hours/9 months), replacement of air filter elements, oil filters, separator elements, lubricants, and conducting general system inspections. The contractor must supply all labor, tools, consumables, diagnostic equipment, and ensure technicians are trained in maintaining the specific compressor types. Emergency service availability is required with a response time of within 4 hours.

Period of Performance
The contract will commence upon issuance of the purchase order or contract execution date with an initial term from January 2026 to December 31, 2026. There are options for renewal for up to four additional terms through December 31, 2030.

Services will be performed at the Renewable Natural Gas Processing Plant located at 7242 Maahic Way, Madison, Wisconsin.

Bidder Requirements
Bidders must be registered at the County's eProcurement Portal and comply with local vendor preferences if applicable. They must also submit a Certificate of Insurance prior to contract commencement. Bidders should disclose any violations related to labor standards as per NLRB or WERC regulations within the last seven years.
