Acquisition and Development of land at 933 W. Highland Avenue, Milwaukee

Background
Milwaukee County is seeking a buyer and developer for the acquisition and development of a 1.07-acre parcel of land located at 933 West Highland Avenue, Milwaukee, WI 53233. The site includes the County Medical Examiner’s Office Building and is situated in a mixed-use area of downtown Milwaukee. Originally constructed in 1931 as part of Saint Anthony Hospital, the building was repurposed for the medical examiner's office in 1989. The goal of this Request for Proposal (RFP) is to solicit proposals for redeveloping the property for a new use that aligns with city planning provisions.

Work Details
The successful proposer will be required to enter into an Option to Purchase and a Development Agreement with Milwaukee County. Proposals should include:

- A project narrative detailing the type and mix of development proposed.
- Architectural and site plans addressing design quality, materials, landscaping, and compatibility with surrounding areas.
- An estimated project schedule including excavation commencement and completion dates.
- Financial feasibility documentation including sources and uses statement and operating proforma.
- Zoning readiness narrative indicating compliance with City of Milwaukee ordinances.
- Green design elements promoting energy efficiency and stormwater management.
- Plans for equity and community enhancement.
- Residential hiring goals for local residents and strategies for implementation.
- Apprenticeship and training opportunities goals.

Period of Performance
The contract will be performed over a period starting from May 26, 2026, with rolling deadlines every three months until a Notice of Intent to Award is issued.

Bidder Requirements
Proposers must comply with Chapter 42 of the Milwaukee County Ordinances regarding Targeted Business Enterprise (TBE) participation, aiming for 25% TBE participation on development construction and 17% on professional services. A Performance Deposit of $50,000 is required prior to closing as security for project obligations. Proposers must also ensure compliance with local workforce hiring goals and apprenticeship opportunities.
