Background
The City of Madison Engineering Division is seeking consultant proposals for the 2026 Badger Mill Creek Watershed Study. This initiative is in response to damage from extreme rainfall events and aims to develop watershed models and plans for areas of concern in Madison.

The consultant will perform the following tasks:

3) Execute updated models for various design events (1-, 2-, 5-, 10-, 25-, 100-, 200-, and 500-year storms).
4) Evaluate flood mitigation alternatives, including identifying causes of flooding and proposing solutions such as above-ground detention basins or additional inlets.
5) Conduct public engagement through virtual meetings to present findings and gather feedback.
6) Analyze pre-development hydrology conditions for LBMC to understand impacts on peak stormwater discharge.
Deliverables include technical memoranda, updated GIS shapefiles, flooding maps, a draft report summarizing findings, and final reports for both UBMC and LBMC watersheds.
Period of Performance
The anticipated project timeline spans approximately 17 months, starting from the RFP release on May 20, 2026, with a submission deadline of June 18, 2026.
Selection of consultants is expected by July 15, 2026, with project kickoff in mid-August 2026 and completion by December 2027.
