Description

Washington State Ferries is in search of a leading vendor in the industry to provide an integrated dispatching system for managing all employees across the Deck, Engine and Terminal department, supporting approximately 1,650 personnel. It will enhance data security, improve business process efficiencies, and support accurate payroll audit.
Background
The Washington State Department of Transportation (WSDOT), specifically the Ferries Division, is seeking to procure an integrated dispatching software system to manage approximately 1,650 personnel across its Deck, Engine, and Terminal departments.

This initiative aims to replace outdated manual processes and enhance operational efficiency, data security, and payroll accuracy. The WSF Dispatch Project is crucial for improving ferry operations, reducing missed sailings, and ensuring compliance with United States Coast Guard regulations.

Work Details
The selected vendor will provide a comprehensive dispatching software solution that includes:
- Integration with existing WSDOT systems to streamline crew scheduling and payroll processes.
- Automated tracking of employee qualifications and training to ensure compliance with USCG requirements.
- Enhanced reporting capabilities to facilitate better decision-making and operational oversight.
- A user-friendly interface that supports the unique needs of ferry operations including crew assignments, vessel movements for maintenance, and adherence to union rules.
- Features that minimize human error associated with manual processes, thereby reducing costs related to overtime and missed sailings.

Period of Performance
The contract term will encompass a capital phase lasting up to three years for full system acceptance, followed by maintenance and operations phases that can extend up to ten years through five two-year terms.

Place of Performance
The services will be performed within the state of Washington, specifically at various terminals operated by Washington State Ferries.
