Background
The City of Spokane Parks & Recreation Department is seeking bids for the Whittier Park Sport Court Improvements project. The goal of this contract is to enhance recreational facilities at Whittier Park by replacing the existing sport court and adding new features to improve accessibility and usability for the community.
Work Details
The contractor will be responsible for all work, including labor, materials, tools, construction equipment, transportation, supplies, supervision, permits, and organization necessary for the completion of the project. The scope includes:
- Replacement of the existing sport court with a new court and associated appurtenances.
- Construction of two pickleball courts and one tennis court.
- Installation of concrete walls, site furniture, fencing, mow curb, connecting pathways, and one ADA accessible curb ramp.
- Grading and cleaning of existing turf sod and subsoil; tree removal; demolition of the existing tennis court; placement and compaction of crushed stone base; placement of new asphalt sport courts; construction of approximately 188 linear feet of a 2-foot high concrete wall above the sport court; installation of concrete curbing; installation of a new ADA curb ramp; and repair of landscape and irrigation systems impacted by construction.
- Salvage and relocation of two existing picnic tables and one existing brazier on site.
- Total disturbed site area is approximately 0.71 acres (30,725 square feet). Existing trees must be protected unless otherwise noted in the drawings.
Period of Performance
The contractor must start work within ten days after receiving the Notice to Proceed and is expected to substantially complete the work within 60 working days or no later than October 1, 2026.

The work will be performed at Whittier Park located in Spokane, Washington.
Bidder Requirements
Bidders must have a current certificate of registration as a contractor in compliance with Washington state law. They must also possess a Washington Unified Business Identifier (UBI) number, have Industrial Insurance coverage for employees working in Washington, a Washington Employment Security Department number, and a Washington Department of Revenue state excise tax registration number. Bidders are required to submit evidence demonstrating compliance with these criteria prior to contract award.
